That Santa Rosa plum does not get enough winter chill in LA that close to the ocean and will not produce flowers and fruit. Your winters are too warm where you are located.

I planted a Santa Rosa plum tree about three years ago and it is about seven feet tall but we have not yet seen a plum. We live about a mile from the ocean in Los angeles. Is it too cold for growth of plums? Do we need to have a second tree to fertilize or stimulate he first tree. I am about ready to take it out. Help needed!
